Step 1:
The Miami-Dade Police Department (MDPD) is a county police agency serving about eight district stations in Miami-Dade County. MDPD is a government agency whose main mission is to promote safety, security and order by preventing crimes, controlling traffic flow and maintaining order among the public. The agency also provides mutual aid to municipalities with which it has aid agreements (Miamidade.gov, 2017). It started as the Dade County Sheriff Office in 1836 and has undergone several changes over the years to become MDPD.

The agency has both internal and external stakeholders. The internal stakeholders include the police staff, support staff, police staff association and family liaison officers. On the other hand, the external stakeholders include the criminal justice council, local communities, motorists, visitors, county’s special response units, county government officials, community associations, independent police oversight commission, Special agencies such as FBI, CIA and the Secret Service, and partner agencies such as housing and health care providers. The stakeholders are combinatory because they have legitimate claims to have the agency serve their interests (claimants) and possess the capacity to influence the agency (influencers) (O’Riordan, Zmuda, & Heinemann, 2015).

The stakeholders’ interests are the same as those of the MDPD. The agency and stakeholders’ main interest is to achieve law and order while ensuring integrity, respect and fairness towards all the concerned parties. All the stakeholders’ concerns are important to the organization. Even the stakeholders who do not have a role in the day-to-day functioning of the agency pose significant influence on the attainment of MDPD’s goals.

The claims that the internal stakeholders are likely to make on the organization include improved working terms encompassing better equipment, remuneration and insurance coverage. On the other hand, the external stakeholders are likely to demand improved security and order, quick response to situations of crime, traffic congestion and disorder, professional conduct by the police officers and favorable collaborative agreements.

The most important stakeholders to the MDPD are the police officers, local communities and county government officials. The police officers are the main actors in the implementation of the agency’s directives and thus possess a considerable influence over the agency’s day-to-day activities. Any opposition by the officers towards the agency’s goals and plans would bring its work to a standstill. The police cannot perform their duties without the support of the local communities. The county government officials play a key role in the making of rules, regulations and budgetary allocations that affect the activities and operations of the police department.

Strengths

According to (Miamidade.gov, 2016), the Miami-Dade Police Department organizational strategy concerns the expansion of the comprehensive community-oriented policing, practices and strategies (COPPS) to ensure more police officers receive training to undertake community-oriented policing practices focused on the unique needs and concerns of different communities. The trained officers will interact with the community members during patrols, community meetings, and in other venues where they can converse and gather information regarding the security concerns issues in the community. The MDPD intends to modify budget allocations with the agency based on criteria of optimal and accountable utilization of the available funds in order to obtain additional funding for the critical units in the organization.
