Differences between Board of Nursing and Professional Nursing Association
Boards of nursing are federal or state agencies responsible for promotion and protection of public health welfare. They provide promotion and protection through overseeing and ensuring nurses are licensed to provide quality and competent healthcare. Moreover, they are responsible for the administration of laws and regulations of the nursing education and practice within the state (Loversidge, 2016).
Professional nursing associations are private professionals’ memberships which are formed by nurses in which they pay dues to enjoy benefits therein. Nursing associations work on behalf of nurses and are responsible for the empowerment of the nursing profession and advancement of quality health care through advocacy, leadership, education and research (Schneider, 2016). They are also responsible for representing nurses in legislative, political and practice matters as well as lobbying the state governments and legislature for the interests of members and the nursing profession.

Geographical Distribution
The jurisdiction of the Maryland Board of nursing is the state of Maryland where it is responsible for the regulation of the nursing practice. The board is responsible for all nursing laws and regulations with regards to nursing education and practice in the state of Maryland.
Academic Credentials, Practice Positions and Licensure Status of the Members of the Board of Nursing of Maryland
According to Section 8-202 (a) of the Maryland Health Occupations, the Maryland Nursing Board consists of 11 members. Of the 11 members there are six registered nurses, three licensed practical nurses, and two consumers. The board is established by the Maryland Nurse Practice Act and the Health Occupations Article establishes the practice positions above. Therefore, the board is established as per Section 8-202 of the Maryland Health Occupations (Maryland Code, 2005).
The academic credentials of the six registered nurses are also stipulated by the Maryland Health Occupations. According to section 8-202 (a) (3) of the Maryland Health Occupations the six registered nurses comprise of one baccalaureate nursing educator with at least a masters degree in nursing or education, one registered nurse with associate degree nursing educator possessing a master’s degree in nursing or education and one practical nursing educator holding at least a bachelor degree in nursing or education. Moreover, one should be a nursing administrator with at least a master’s degree in nursing administration, education or public health and finally two registered nurses will be nurse clinicians of which one must have at least a master’s degree in nursing or public health. The legislation only provides for three licensed practical members. Therefore, this means that the licensure of the board members only requires three board members to be licensed for the board to undertake its mandate (Maryland Code, 2005). Therefore, the section 8-202 of the Maryland Health Occupations shows how to become a member and the academic credentials of the Maryland Nursing Board.
Federal Regulation- Centre for Medicare and Medicaid Services (CMS)
The Centre for Medicare and Medicaid Services (CMS) is a federal regulation mandated to help patients work with doctors so as to make suitable decisions about their healthcare. The regulation offers Medicare, Medicaid and Health insurance exchange to patients (CMS.gov, 2019). Therefore, this shows that they provide resourceful information to patients about the quality and costs in order to make them active consumers of healthcare. By doing so, the CMS provides innovative approaches which aid in supporting and improving the accessibility, affordability and quality care.
Perhaps, there have been several changes in the CMS regulation within the last five years. There has been the elimination of the requirement of documenting medical necessity of home visits at the expense of office visits. Also, emergency office or outpatient visits for new and established patients do not have to re-enter in the medical records if their information has been already captured. However, these information need to be reviewed and updated by a medical practitioner. Furthermore, the changes in regulation of CMS have seen the removal of duplicative requirements for notations in medical records that were previously included.
State Regulation- Nurse Practitioners Practicing Independently
Maryland allows nurse practitioners (NP) to practice independently. Therefore, this means every nurse practitioner has a physician lined up and the nurse practitioner can asses diagnose and treat patients free of supervision (Mann, 2017). Due to this, access to care has improved making it possible for patients to afford care. Also this has improved quality and reduced costs of care delivery to patients.
State Regulation Related to Advanced Practice Registered Nurses (APRNs)
The state regulation in Maryland requires renewal of certification or else the registration expires at the same time as the nurse is registering. Therefore, before the nurse midwife’s certification expires he or she can renew when he or she is entitled to renew or has submitted to the board (Schwab-Reese et al., 2018). Consequently, this makes it easier for nurse practitioners to renew certification easily. Put simply, this aids in reducing the time for provision of care since the time spent renewing certification is used to provide care. Thus, this reduces the cost of delivering caring thereby availing quality and affordable healthcare.
